Student Discipline Framework

At Xishan Primary School, we are committed to providing a safe, respectful, and supportive learning environment for every student. Clear expectations and consistent responses help students understand boundaries, take responsibility for their actions, and make positive choices. We view discipline as an educative and developmental process. Our focus is on guiding students towards self-discipline, sound judgement, and good character. Disciplinary interventions are intended to reflect the consequences of poor choices made. All interventions are applied fairly, firmly, and appropriately, with the aim of helping students learn, reflect, and grow.

Disciplinary Consequences for Minor Offences

Serious and Very Serious Offences

An offence is considered serious when a student:

a) causes serious harm and/or disruption to self, whether physical, psychological or social, and/or

b) causes serious harm and/or disruption to others, whether physical, psychological or social, and/or

c) causes serious damage to property or resources, and/or

d) shows defiance against authorities.

If a serious offence involves a breach of the law (e.g. substance abuse, vaping, sexual misconduct, possession of weapons, scams or fraud), the school will report the matter promptly to the relevant law enforcement agencies. School-based disciplinary consequences will apply in addition to any action taken by the authorities.

Types of Serious and Very Serious Offences

Very serious offences can include Arson, Assault, Drug Abuse, Fighting, Gangsterism, Vaping (with etomidate), Sexual Misconduct, Severe Bullying and other illegal/criminal offences which result in grievous hurt.

Vaping and Substance Enforcement

Electronic vaporisers (e-cigarettes or vapes) are illegal in Singapore. From 1 February 2018, the purchase, possession, and use of such devices have been prohibited.

From 1 September 2025, etomidate and its analogues are classified as Class C controlled drugs under the Misuse of Drugs Act.

Students involved in such cases will face legal consequences as well as school-based disciplinary actions.

Zero Tolerance Approach Against Bullying

Every student has a responsibility to treat others with respect. Bullying has no place in our school community—no student should experience bullying, and no student should engage in bullying behaviour.

Guided by our school motto, Love, Care, Share, we uphold a zero-tolerance approach towards bullying in all its forms. We believe that every member of our school community has the right to feel safe, respected, and valued, and we work together to create a caring and inclusive environment for all.

Reporting Procedure: Student well-being is at the heart of how we manage all incidents.

We work in close partnership with parents and guardians and are committed to open, respectful, and timely communication throughout the process.

For straightforward cases, the school will respond within 3 working days. For cases requiring further investigation, a response will be provided within 7 working days. In more complex situations involving multiple parties, parents can expect a response or update within 21 working days.
